Our involvement began during the early stages of the Social Housing Decarbonisation Fund (SHDF) Wave 2 programme and has continued through subsequent funding rounds and programme expansion. What initially commenced as a programme valued at approximately £300,000 has grown into a multi-million-pound investment programme exceeding £7 million, making it one of the largest and most ambitious retrofit programmes of its type in the United Kingdom. This growth has been driven by the successful delivery of previous phases, strong resident outcomes, robust compliance management and the confidence created through demonstrable programme success.
The programme predominantly focuses on solid wall and hard-to-treat properties, many of which present complex technical challenges including thermal inefficiency, moisture ingress, condensation risk, ventilation deficiencies, ageing building fabric and structural defects. PAS2035 Consultants has played a key role in developing solutions that address these challenges through a genuine whole-house retrofit approach, ensuring that energy efficiency improvements are fully integrated with wider building remediation and asset investment objectives.
A fundamental principle of the programme has been alignment with the requirements and intent of Awaab's Law. Retrofit interventions are therefore not viewed solely as carbon reduction measures but as an opportunity to address longstanding issues relating to damp, mould, condensation, indoor air quality and building health.
